Konkan in Maharashtra , W. Maharashtra , Vidarbha , Marathwada and North Maharashtra are the major divisions . All these departments have not developed in
a balanced manner . Vidarbha , Marathwada and North Maharashtra lagged
behind in terms of development . Separate department for
the development of this backward area The idea
of setting up this corporation was mentioned in
the report of the State Restructuring Commission . Article 371 ( 2 ) of the
Constitution approved the formation of special boards for
the development of the backward
areas of the state . But this provision was not actually implemented due to frequent demands . State of Maharashtra At the time of its
establishment , in the Nagpur Agreement, the leadership of
Maharashtra had promised to eliminate the backwardness
of Vidarbha and Marathwada . But with the establishment of the state ,
the development of this department could not be much .
The backlog of development was increasing
day by day . Pursuant to
Article 371 ( 2 ) of the Constitution, the President should entrust
the responsibility of development of the backward sections
of the State to the Governor . The Janata Vikas Parishad had decided to set
up statutory development corporations for Vidarbha Marathwada . But after many years
of struggle , statutory corporations were formed Was not . Due to the
increasing repression of public opinion, the Government
of Maharashtra has decided
to study the development imbalance
in Maharashtra . M. _ Dandekar appointed committee . In the report published by this committee in
1984, it was clearly stated that "There
is an imbalance in the development
of Maharashtra . A statutory body should
be set up to address this imbalance . Such a recommendation . After more than two decades of struggle ,
on March 9 , 1994 , the President appointed
the Governor of Maharashtra to set up
the Statutory Development Corporation . To establish statutory development corporations
for the three divisions of Marathwada , Vidarbha and the
rest of Maharashtra on 30th April 1994
by the Governor of Maharashtra Banana issued order
Constitutional Development General Board - According to the notification announced by the Governor ,
the General Assembly would have seven members . Or a member would consist of

of a local self -government organization , a

the Statutory Development Corporation seems to have
been extended from time to time .
Number of Members - The initial number of members
of Marathwada Statutory Corporation was seven . Afra was launched on April 21 , 1999 . The members of the Board are appointed by
the Governor . Three members of
the Board are MLAs under the jurisdiction of
the Board while four members are experts
in the above field . One member of
the board The jurisdiction belongs to
the local authority . The Revenue Commissioner
of Aurangabad Administrative Division is an
ex- officio member of the Board . The Additional Commissioner
in the Revenue Department is a member secretary . The term of office of the board member
is fixed by the Governor . The Governor may at any time cancel
the membership of a member . Ex-officio of the
Board Members of the government office apart . Board President and members
, allowances and honorariums are fixed , the
right of the Governor is to come .
Chairman - The Chairman of
the Statutory Development Corporation
is appointed by the Governor . As the Chairman of the Board
, further responsibilities have to be fulfilled .
1 . To convene a meeting
of the board , to prepare the agenda of
the meeting
2 . To control the proceedings
of the meeting .
3 . Inviting office bearers from state government and local self-governing
bodies besides board members .
4 . To discuss the economic development
of any particular part of the circle .
5 . To preside over
the meeting .
6 . To allow
for travel or travel expenses incurred by the board member or
office bearer for the work of the board .
Secretary - An officer of
the State Government not less than
the rank of Additional Commissioner of Revenue in
the area of the concerned Development Board shall be
the Member Secretary of the Board . The secretary has to carry
out the following tasks .
1. Carrying out the daily work of the board .
2 . To prepare program magazine .
3 . Writing minutes of board meetings
4 . Preservation of relevant documents
in the circle . Making decisions made at
meetings .
5 . To prepare annual reports
and submit to the Governor a report relating to
the work of the Board .
6 . To control , supervise and guide the board staff .
7 . Publication of relevant orders , remedy recommendations and letters
by the Board with its own signature .
